At present, latex2html is the all around best tool for putting math on the web at the moment. It has its limitations, but it gets the job done.

You can download it from CTAN.

Theoretically, latex2html can be installed on any system with PERL. However, it also needs a number of supporting programs, to function as well as possible. They include:

It is probably fair to say latex2html is designed for and used mostly on Unix systems.
